How Aeromarine won an Indian Oil Corporation tender and manufactured fourteen CALM-terminal support buoys entirely in India — built to specification, load-tested, ABS-inspected and delivered on time.

THE CHALLENGE
Indian Oil Corporation needed fourteen support buoys for the pick-up and support system at its Paradip CALM terminal — the Catenary Anchor Leg Mooring single-point moorings (SPM-I, II and III) where crude tankers discharge offshore. These buoys had always been imported. IOCL put the requirement out to tender on the Government e-Marketplace (GeM), to a demanding specification: a high certified net buoyancy, a load-tested swivel, marine-grade construction, and third-party inspection.
The challenge: win the tender, and make it in India — to spec, first time.
WHAT AEROMARINE DID
- Won the IOCL tender on GeM and took on the full build — fourteen CUB-2700 floating support buoys with swivel.
- Manufactured them entirely in India — a first-of-its-kind Make-in-India build for a product that had always been imported.
- Built to a demanding spec: 1,460 mm diameter, about 2 m long, 470 kg, an orange elastomer-polyurethane skin over an expanded closed-cell polyethylene core, epoxy-coated internal plates and tie rod, and hot-dip galvanized swivel assemblies.
- Net buoyancy independently verified by naval architects — confirmed to exceed IOCL’s requirement (net buoyancy 2,700 kg; reserve buoyancy over 3 tonnes).
- Swivel eyes load-tested and certified — 15-tonne safe working load, proof-loaded to 30 tonnes, with a sample taken to destruction at 65 tonnes.
- Third-party inspected by ABS to the approved Quality Assurance Plan, then delivered to IOCL Paradip on time.
THE OUTCOME
Fourteen support buoys — manufactured in India, certified and delivered on time to Indian Oil — a product that had always been imported, now proudly Made in India.
